I have a customer that is using Centralized URL filtering with SMP7.0 and would like to point users to a url that has the human resources home page. At the moment, they get the default page on the Edge box.

How do you redirect failed attempts (based on categories) to a URL instead of the default page on the Edge box.

There is no way to redirect to another page automatically. The only thing that you can do is add a customized message to the default page (under Web-Filtering -> Blocked-Site-Message).

Not sure if it works, but you could try to add a html or java redirect to the customized message.
